Expanse Missile Technician- skill 17 or 18?

I think I may be having a brain hemorrhage, but I swear that the requirement for Expanse Defensive Missiles was a certain number of Missile Technicians, which are Skill 18. I just recently unequipped my missiles, and when I tried to re-equip them I found that the requirement is for Skill 17 personnel. For the life of me I can't find any skill 17 people!
The strange thing is that I have just the right number of Skill 18 Missile Technicians, which makes me wonder if the skill number changed?
Anyway, can someone tell me if I've gone off the deep end?
