What advice would you give to new players?
I'll start: Save as much Cure-All as possible. It is so important to do or to build certain things.
A second point : Skip selling to Joe's or TDK. Those stores are convenient, but the prices are low. Instead, figure out how to store things in commercial storage, and how to transfer them, and how to use the Galactic Buyer's Market.

Make friends in chat. You don't have to be in a guild to succeed in this game. Many players are more than happy to help a new captain with a basic cargo expander, etc.

I am a noob and I have a few questions.
Is there PvP?
Can I make a station?
What are some of the possible end game goals?
What are the consequences of attacking Green ships?
I plan on doing combat and maybe some salvaging. What should I put my IP into to support that playstyle?

The closest thing to pvp is mech combat. easy to do, and if you participate in chat shouts you can get yourself some beginning parts to get started. Also a good way for new players to earn cash, you get money even if you lose.
Yes, there is a primer in this section I believe.
This is a VERY in depth game, there are a lot.
Some rep loss, not a big deal usually.
I'm a miner, and there are plenty of fighters who Im sure would give better advice, again, if you ask in chat, Im sure they would be happy to help, or maybe someone will reply or mail you, at least I hope so

I'm not sure there is an "end game".
Yes, you can build a Star Base. (The actual Star Base hasn't been released yet but the schematics are available and an introduction to Star Bases is available in the forums.
Salvage take some skill in energy, but fighters prefer other weapon types.
