Hello,

Is there anywhere in-game where EBK kits to recharge shields may be purchased (with credits or festive points)?

enter "game info" tab, choose galactic emporium option. you'll see all items in Emporiums, but there is search field.
If you find your item with good price, hover mouse over house icon, you'll see emporium location (planet, system, galaxy).
then land in that place, enter emporium, choose store and buy. note: items goes into secure storage, not your ship hold

Also, try getting into crafting. There's an starter NPC in Feris (Jeri?) that teaches how to make EBKs, her mission
chain is fairly short and easy. EBKs are fairly easy to craft with very common resources.
