Lvl 7 Sett Facility

Settlement Level 7 - Currently it's unnamed (still pondering that) - It's a Facility ....
For the Love of Gord please don't call it a "Rexx" anything!!!

Call it The Bunker, settlements should have bunkers.
Also gives ideas for new settlement events, what if aliens invade like in X-Com?
You'd need some staff assigned to Internal Security.
Alien fleets would completely bypass normal settlement shields so now you'd need Phased Settlement Shields and more powerful generators to power them.
Although i'm not sure if Alien Fleets should be Expanse only...

Nope. "Black Dragon Settlement Upgrade" sounds much better.
Besides, for anything to be worthy of Rexx's name, it would require ridiculous amounts of incredibly expensive shiny things. Better reserve the "Rexx Facilities" for starbases - they ALREADY are resource sinks after all. Making them even "worse" shouldn't raise any eyebrows...
