Corp Manuf - resources reduction

Hello!
I want to ask, if this bonus is in play?
When I put Manufacturing Facility first time, I made an Excel sheet with resources needed to build stuff. Then, I hired a gal with primary skill Manufacturing - well, 5% from 1280 Alien Thermal Shields is still saving...
But... nothing changed. All values are the same.
I hoped that it just shows 100% of building value and after finish I will find my 5% savings laying on the pile of my Commercial Storage, but nope, she used everything...
So - what is with this reduction bonus?

Buried under CE work atm, if no one can answer this one and the text is leading to belive its incorrect please log instance, location and results as a bug.
That will ensure I get to it. I have to literally stop what I'm doing and dig around in a year+ old code that no one complained or said anything wrong with up till now.
Not that there might not be an issue but generally its there in front of you just 'assumed' to work another way. Have a dig around and if still sure its a bug log it for me (with detail) and I'll get to it for you.

I created a ticket. I wanted to add some pngs, but I can't add them to ticket... Strange...

You have to have Flash "enabled" to to attach pictures.

Ha, didn't know that, seems that using Chrome wasn't good idea (even if browser have it enabled)

I've just got message that this issue is resolved
When I put my "Manufacturing" crew member, all resources are shown with discouunt, also there is a bar added with info about discount percentage.
I will later gather some materials and make something, just to be sure all is ok
