System Otava, Terl, The Forge:
There is an ALICE schematic store there, but Otava is a tech level 8 planet so
there are NO schematics available there. Can the TL be upped higher? Or ALICE replaced
with something useful, maybe a wesbec or ashar? I'd prefer to keep the ALICE there, as its the only
ALICE in the Forge galaxy.
