Emporium cleanup

Make a suggestion & let the community sound it out. Almost all the best activities in game came initially from a player suggestion!

It looks like there are a lot of empty emporium stores that are empty and untouched for a while now. I would suggest placing them under a "repo guy" similar to what happens to abandoned settlements.
