Having read last post from Achilleos I agree. Settlement and star base license should not be buy able in CE store but buying further bonds or buildings in CE store should be fine. Once you have secured the location through in game credits there is no prejudice to other players if you enhance your settlement through store purchases. I remember so well when I was dirt poor new player and I saw settlement spot opening up in Descarte. I just knew I had to have it. So I sold and pawned off every last resource and item I had to get that licence. Starting Rama on Daphine basically bankrupted me back in the day
