Q.Does this get applied on completion of missions or only on missions taken and completed in the hour?

A.The bonus gets applied to almost anything which increases your XP, but only during the hour.
Mission XP is only granted upon completion of mission, so wait until your mission is almost done
then submit the mission for completion during the active hour.
