Indeed it appears sparky has already. Sadly I don't have time to always check and recheck players claims in all the comps we run so I tend to take them on their word. I will remove the 5K fuel from Sparky in the sense of fair play.

Try to report Bug, goliath. Just to verify... Is Level 12 generally just an issue of spent SRP or it limited by planet's Tech/Law Level? For both my settlements Tech and Law can not be researched higher than planet's ones The last time we moved Server there was an issue when we recreated the Planet...
