I've finally managed to gather enough resources to purchase a Corporation bureau for my settlement, but Ellie won't sell me the building. What gives?

I did report on this before - some keen forum searcher can find it I'm sure. There are a myriad of issue that came to light when I looked deeper into adding these for Settlements. I have figured out fixes for about half the issues but still grinding gears on the rest.

I'd rather release these 'Fully' Operational than release them now and have to Hog Tie them to resolve some of the problems. CE is a Vast game now with so many facets that touch on each other in subtle and not so subtle ways.

Sadly we will have to wait till I find a solution for the remaining issues.
