Why should we WANT you to get a new lock for Ivan's cell?!?

Nobody really cares what you do to his jailer (so go ahead and engage in some recreational torture), but Ivan is kind of working for us, isn't he? So why would we consider your promise to get a secure cell for him if we buy things in the CE store before the new year to be GOOD news? Wouldn't it be the other way around?
