I've found 1 ROLF 2 and 0 locked steel cases. I'm relatively new, maybe 3 months new. I do a lot of exploration, so I've found plenty of ROLF, just not #2s...
I've found 1 ROLF 2 out of 70 total ROLFs I've found.

A funny thing happened to me at the beginning of August. Both of my crew members were offered a ROLF 2 on their way back from their missions, which doubled the amount of ROLF 2's I had in my stores. Only 16 more needed.
