The answer I seek was not in the archive on this topic.

Once a wrap-up has been started, at what point in time during that process is the player allowed to purchase a new settlement license?

Once the process is complete. Until then you still have 2 settlements.

Confirmed, the NPC wont sell you a new set license until she can see that you only have one set. You remain in ownership until its removed.
