Could you remind me how does Alien Employment Agency work? I need some workers (skill no 18 ) but cannot find any
Is there a chance that new would appear next week or so?
Should I fund new agency on my settlement?
or just refresh more?

(That was suggested before, but) There should be second ECO available through explorations: Bigger, better etc, With modules obtainable from exploration only. Or something like that

If you add players to Friend list you can see who is online, and when last login was.
also, http://stats.core-exiles.com/ see top right corner, there is info about players active in last 24h.
